some construck and troops dont start train when player put them start

i and my friend play english chanel map and he says his buildings and troop maybe dont start train/ build when he put them start

and he have resouces on them in me all working great and it lower him game motivation

both have win 7 os

both have good computer

what can me wrong

what part make difference of our gaming
