Some countries have way more resource production in 22 player map. Why and is it consistent?

I have a question that I was hoping I could get answered so I dont have to test it out on another map.

Day 2, all the top 6 on this largest economy appear inactive with no buildings, yet way higher economies than I do in Northern States of America, even though I have 6 industry buildings. Would I have had cities producing 7400 resources each if I had selected Caucasus or Southern States? Mine only produce around 5100 base. It is not doctrine based. Is it consistently like this, so I should have known which country to pick if I wanted higher production?

1st: Caucasus: 56643 tons (two unknown building in capital only)

2nd: Sweden: 55915

3rd: Egypt: 55915

4th : Morocco: 55,271

5th Canada: 55,065

6th Southern United States: 55065

13th: Northern States of America: 39098 (6 industry buildings or upgrades)

1. They might've captured a capital, which improves morale and production.

2. Since this is the 22p map, it is the tutorial map. So new people will get a boost in production for several days, check their stats.

Yup, and if you're a new player in 1.5 (idk about 1.0), you get a free stack of 1 med and 2 infantry.

It must be a new player boost to production because the morale is same as mine or less in some cases. They didnt build buildings. At least I will benefit after I take them over.

yep i think so, i'm new so im not so familiar with the advanced mechanics yet :)

New players get a production boost for the first 7 days if memory serves me right. I is probably 2x production.
