Is it possible to defend yourself from revealing all armies if you have spies in every province with buildings in it.

Neither against reveal by gold spies nor against reveal by intel or sabotage spies -- also: gold spies have a 100% guarantee of success, all other spies only have a chance of success. On the other hand, no gold spies can even be caught if there are no defense spies at all, but more spies can increase the chance of success.
