Spies are incredibly useful, nations that are outnumbered in a conflict benefit from them even more. I have one question about there usefulness however, the more spies I have the lower the quality of their reports?
Not really, although lots of spies doing the same job can end up stealing the same info for example. And if a lot of spies are in one province, and the enemy counter it, that would also be an issue.
It's a case of deploying them in a manner so as to not inhibit or make each other more vulnerable
Ah, well I have 1 spy in 12 different capitals and I noticed since I moved up from just two spies total hired I have been getting next to no int messages and troop reveals.
