I have counter spies all over the place some even stacked, for instance I have 15 on one city yet it still gets hit. What is the point of counter spies if they don't do their job? Am I doing something wrong, but this game is so damn frustrating that they can put spies everywhere and even where I have my counter spies and it is still getting hit, and my counter spies are doing nothing... wtf?

You are losing more resources with the upkeep of your spies than you would lose with sabotage. 5 spies in an empty enemy province can reveal all troops. This means with your 15 spies you could reveal all troops of 3 players. What you are doing now is just a waste of resources. Use your spies more effectively and magic will happen Good luck

If you are only using counter spies you aren't giving them additional information to do their job with.
Intelligence spies have many possible reports. One of those reports is: "xyz controls at least the following spies" and it lists the cities of those spies and their roles. With this information your counter spies have a chance to find and capture those enemy spies. Without that information your spies are just fumbling around in the dark.

I appreciate the help, There are so many posts to try and look through and the games Manual did not cover that part very well.
