Let's say I somehow get all the staff from every single server into a game to play with me. Then I break as many rules as I can in said game. The staff cannot deal with the ticket themselves(they just can't I think it is a rule for them), so who will?
Please note I have no intention in doing this, I am just curious.
Why couldn't the staff just have a mod deal with you? Your account(s) get deleted (Just a guess), the staff keeps playing, and everyone lives happily ever after... except you, you're not happy.
The Community Manager would deal with things in that case, or I'd just leave the game and do it myself.
