This is still a bug that I don't believe has been fixed yet. According to [this] post resetting the attack command may cause the stealth units to appear in some situations.

Still can’t see a stealth unit
SOme stealth units I still can’t see when they are attacked.
Is the change only working in new games?

There seems to always be an issue with stealth units throughout the years… lol
