Stray 50p games

I don't know if this is intentional but at any point of time there is always a 50p no Min Lv Pacific Conquest game going on, even when it's some other scenario Rotation. Nowadays that's even happened with the Homefront map. I suppose it's to let new players play more rounds at once. May I l know what it is?
