Strength Against Armour Class

Hi y'all

I was wondering: Is the "Strength Against Armour Class" value a multiplier or the actual damage dealt by the unit?

For example, on the Level 1 Destroyer, the highest SAAC value is 3, attacking submarines or ships. Does that mean it does 3 damage or 12 damage upon attacking?
