Strength to hold town that might rebel

Hello,

Couple quick questions. I have heard you need 5.5 or 7.0 Strength to hold towns at risk of revolt (morale 25%) which is it?

Second, Does it need to be ground power? Could I fix an airbase and land planes with high strength?

You can put any unit on the center of that province and it will not rebel, can be Militia or AA. As to build a airport and land planes, never tried it, seems costly because you advance when you take land and you can leave a unit behind to a strategic point or a city. Once is above 33% you can leave the point it will not rebel anymore.

Planes and rockets do not have any strength to prevent rebellions.

The actual army strength that is needed varies with the actual morale of the province. The "i" button next to province morale will show you the exact chance of rebellion with the current army present.

If you have a stable economy, just keep some AA's in those provinces and wait until next day, when it hits 30%.
