You can only intercepto troop convoys or attack combat fleets. Think of the convoys as commodities made belical resources jajajaja

How do I deploy my submarines to attack merchant vessels of my enemies to interrupt their trade and decrease their daily production of market comodities?

Merchant vessels don't exist. But you can destroy his troops to deprive him of the resources he used to create those convoys.
