Supply drops

Hi guys. We all know that when you capture a supply drop you will either find blueprints or resources. My question is: is there a reason why you find blueprints or resources in that specific moment? I mean: there are more chances to find resources in the supply drop when your economy is not working very well and you're lacking some resources? Or the launch of resources and blueprints is completely casual?
