It all depends on the doctrine, but here is my opinion.
Allies: yes
axis: no
Comitern: usually anti tank will do the job but sometimes you might need them.
Pan-asian: if you meet an active heavy armor user you are going to be in trouble. Either these, attack bombers, RRgs, or imo the worst option* anti tank
*anti tank is theoretically a good unit for pan asian but it is in the ordinance tab, so making these will limit the production of a better anti heavy armor unit, artillery.
