You can both of you retire from the game if only 3 player or less are active in the game !
You can retire from the game by opining the newspaper and look at the retire button, If all the active player retired from the game, the game will end.
Me and a friend of mine are trying to play together this game and we face 2 situations:
1. we are playing a normal game, we are the only ones left in the game but none have enough VP to win; shall we fight each others or is there any other situation where both of us may win?
2. we are playing a team game, but we are in different teams; only our teams left in the world but none can take enogh VP to win; again, shall we fight each others or is there any way to change teams? What if none of our team mates are playing and we are the only players left in game but in different teams?

Can we switch teams in a team game?
Some games are restricted as in you join Axis or Allied, and I think you have to be on the same team to win.
However if one of you reach the required VP that person will win the game and the ones left will be 2nd, 3rd and so on.
In a "mass elimination" game, like CoW, one should probably consider 1st, 2nd, & 3rd place "all winners" as in, "I won 3rd place....". In the Olympics, all three get medals. Losers don't get medals (well, not when I was growing up).
