It could just be a lag in the unit info updating after you relocated to plains. Try refreshing your browser. I've noticed the game lagging a lot recently.

Terrain Bonus Calculations
How are terrain bonuses calculated and are the percentages in the Unit Info>Terrain Effects accurate and up to date?
I'm playing Pan-Asian and the AC lvl 4 has defence against unarmoured at 18.9 with terrain bonus of 70% on the plain. I would expect with its terrain bonus, the defence to be 32.13
When I check the army details it says the unit strength with the terrain bonus is 23.4 against unarmoured, that's only 23.81% what am I missing? What is the 70%?

There must be other mechanics going on, when the AC's in the city its defence drops to 14.9

To be clear, you mean Armored Car ?
The AC ist on 100% HP?
Aaaand ... is it a AC you built or an AC of an enemy (was in production and you conquer the city)
