Terrain, is it a point or an area effect?

Everyone knows that tanks will be ripped apart in a city, by infantry they would run over if it was on plains. I have been assuming that simply driving out to meet assaulting infantry would be enough to get this advantage.

Wondering if that assumption is correct?

The designated terrain of a given province encompasses the entire area of the province, from border to border. Do not be deceived by those provinces in which mountains or urban area seems to cover only a portion of the province. If you are trying to get outside the urban terrain of a city, in which almost all armored-class units are reduced in strength by 50%, and in which the hit points of tanks and armored cars are also reduced by 50%, you must get them completely outside the boundaries of the urban province.
