The Dick Head players

Twice now I have been playing a game in its earlier stages and someone in a different continent with no land near me declares war.

Is this because they hit the wrong key? Someone has two accounts so if at war with one you are at war with another unrelated country?

Or is this because we have players err taking the piss?

Never had this in the earlier years of CoW and thought it both odd and worth sharing.
