lets say that a starting city produces 100% of resources(with a level 5 industry 200%)

a rural starting province produces 25% of resources (with a level 3 industry 75%)

a non-starting city produces 25% of resources (with a level 5 industry 50%)

a rural non-starting province produces 5% of resources (with a level 3 industry 15%%)

a rural starting province with products produces 25% of workforce(with a level 3 recruitment office 75%)

a rural starting province with no products produces 75% of workforce(with a level 3 recruitment office 225%)

a non-starting city province produces 25% of workforce(with a level 3 recruitment office 75%)

a rural non-starting province with products produces 6% of workforce(with a level 3 recruitment office 18%)

a rural non-starting province with no products produces 18% of workforce(with a level 3 recruitment office 54%)

sorry, I checked the data, I wrought 75% while I meant 25%
