As The historic 1939 is the most sought map in Call of war and also the best historic authenticity map ...... We will look upon the rulers of Africa can be and already the best choice....
This map has for France and UK the largest swathes of territory and many urban and industrial centres 2-3 for the latter..
my recommendation for country that can rule Africa easily are as follows:
1.) Italy : Although it is the least land country in africa it also has the most concentrated army in the region having a good naval flotilla in libya and 3 aircrafts and 2 armoured cars along with 2 artillery and 2 infantries with 1 militia
Although The UK has much more forces in the continent thy are widely scattered and take time to mobilize in case of a war...
If allied powers are at war with axis the british will be commited more to protect his cores rather than colonies if he is attked by an experienced germany or if France easily falls.. If new players are also getting UK they would rather put their navy at one place and germany cvan easily conquer france with italians..
As the italians and germans take care of france Germany will rather look out for poland and scandinvaia and maintaining a garrison near britain while new players of UK will have most of armies in ireland ( I used to do it to) but that is stupidity as the german empire can easily conquer it if it has good navy and also if he easily escapes....from UK navy and attk without interference from Royal Navy...
This will leave UK in taters and italy can easily conquer Yugoslavia... and then send much reinforcement after building more troops and aircrfats to libya thus conquering resource rich north africa (france ) and then expanding in the region without much interference
Though it may lose east africa it can still protect Mogadishu and ethopian city and then counterattk with many forces towards the rest of africa.. after more reinforcements arrive italy can become the ruler of africa although it may be subjected to an american or argentinan brazo invasion from the americas..... but if the europe isonly concerned then I vote for Italy to be the best power in africa not initially but finally after med losses...
Precautions:
1.) steer clear of malta navy it is one of the best navy in mediterranean and Uk and france has more battleships near nicosia and gibralter
2.) Destroy the malta navy ..
3.) befriend the germans You dont want ur italy and ur valuable oilfield sto go to Germans
4.) get more powerful navy frrom genoa naples etc.
5.) produce more tanks they are best units for africa along with armoured cars and infantry with 2-3 commandoes
6.) maintain the best and most amount of navy in meditteranean and maintain a bkockade throghout gibraltar so UK can not send navy
7.) Neveer take AI before it can seriously damage ur empire and also It may have more troops(british Egypt)
8.) Also if India decids to help UK always have forces on reserve in North libya and make ICs and infra in oil fields of libya and maintain large tank garrisons there along with tobruk and tripoli

From personal experience, Italy would be my first choice. Spain would be my second choice. In the games that I had Italy and Spain, I won both by coalition. Had peace with UK early in the game in both games, which enabled me to send reinforcements to Africa ...
