You would have to know where your opponent is going to use his spies to counter them with counterespionage in that province
Thwarting Spies
I've mastered how to get a reveal all and think I understand the math. That said, I recently got thwarted by a player with very good stats. It thought I had a 70% and 90% chance of reveal all and got nothing.
What is he doing if anything? How can my enemy turn the odds into his favor?
I haven't looked it up but if one of his counter spies cancels my sabotauge spy then he is winning at a cheaper cost. It might make sense vs. higher level players to play a defensive spy game. What are your thoughts? Thanks.

As best I understand, it's very difficult to counter spies. CI spies only have a chance at defeating spies in the providence they are in. You would need to use spies on an intelligence mission to find out where your opponent has their spies, put your CI spies there and hope your opponent doesn't move theirs. Very difficult. If there is a better way, I'm not aware.
