Bytro has already given a reason for this feature: to prevent multi-accounters from giving provinces to their main account. Maybe if the multi-account detection system gets a revamp, this limitation could be removed.

Uhh… a lot of resources in exchange? No actual good reason, you lose out on manpower and resource making land.
