For example in 100p world map there are two country north brazil and spain.
Players dont know each other
Players are not friends
Players are not in same coalition even
Players are living another countries in real life
One day North Brazil was looking to world map and ıt saw france invading spain spain lose war and player who control spain will send to game to archive
North brazil decided to write a message to spain. '' can u sell me your resources when you are close to 0 provinces before france capture them please I will get your revenge '' And spain answered ok then and he started to send 10k 20k money resources or provinces ıs thıs suitable to rules ? in this example north brazil doesnt know it is suitable or not ıf ıt ıs not ıt will get ban ? or just warning ? If ıt ıs not can game get resources back to warn ?

In my eyes completely realistic and legitimate circumstances.
Info:
Every conquered province brings 50% of the ressources and money produced in this province one day.
Each conquered capital also brings 50% of the opponent's current money, and in each own province instantly +10 morale, in each remaining enemy province instantly -20 morale.
When a nation is completely conquered and has no more provinces, the rest of resources and money disappear
to the nirvana ..

Trade between players is expected.
The basic rule that we enforce regarding cheating is this:
Game rules wrote:
It is forbidden to join a game just to give another country an excessive advantage
This of course can be subject to interpretation, and I won't divulge all of the things that we look for to determine this. Cheating such as this can be detected by our automated anti-cheat systems, although in a lot of cases players that are paying attention can send in a report of suspicious activity such as this before the automated system catches it.
So the critical word here is "excessive" so depending on the day of the map a trade of $100,000 may be considered trivial or excessive.
