No, there is no 'minimum morale' required to give your ally a province, though if you give him a province with very low morale and he has no troops there, it will probably rebel.

Trading Provinces
So I just helped an ally regain some of his lost territory nd want to give it to him. I was wondering, does a province have to be at a certain morale to be traded and if so what morale does the province need to be. The province I'm trying to trade currently is at 25% morale and was taken less than 30 mins ago

Remember you only get 4 provinces per player per game.
One way I had about 120 provinces traded to me, 1) was being at peace with the country 2) set units next to the provinces with 25% morale, wait a couple of days and about 20 would rebel 3) advance into new provinces and sit next to next batch and wait for morale to drop. Happened six times over eight days, then it stopped, but that was because of the upgrade/outage a week ago.
