Two army rule is bullshit

Every time I' and another player attacking an AI, the troops that made the killing shot have captured the province. More than once I have battled a defender down to almost nothing and a 3rd country (no RoW) walks in and captures. Then I got blamed for a surprise attack on him.

I was there first but #3 walking in didn't engage my troops. Somehow, when troops without RoW or SM crash into my position it doesn't count as an attack. That is counter to common sense.

Then what do you want to be done about it? The second player to always lose the province? They killed the unit in a final assault so they would break through and capture the city. It would be illogical for you to gain it if you don’t finish off the enemy. Even with a third player, they killed the unit so they capture it. It doesn’t really matter who was there first.
