Scroll up to the very top of the doctrines page and you will see 10% reduction for allies and an extra 10% for axis.

Go on axis and you will see 10% increase in production resources.

+%10 for axis

-%10 for comintern

allies and axis has only %10 difference

ıt doesnt explain anything I dont mean about comintern

as I said since you researched it earlier it might cost more because something like that was mentioned on another thread

You are likely comparing the stats from a game round before and after the last patch. Please check the news, manpower costs have been reduced across the board for all game rounds created after the patch, while the old costs remain in effect for game rounds created before the patch.

In the game rounds before the last patch it is 3230 MP for axis and 2500 MP for Comintern.

In the game rounds created after the last patch it is 2400 MP for axis and 1850 MP for Comintern.
