Maybe you are in a team game and the cities you are trying to capture is one of your teammate? Or maybe if it's an AI, it gave you Right of Way before you sent your units?

units dont capture
when I send a unit with multiple target to capture cities ıt pass cities and dont capture I dont remember it in old games ? ıs ıt a new thing in game ?

no for example I attacked a enemy city and I gave an extra order march 10 minutes after capture city

If the nation your units are passing by has given you right of way in the diplomacy menu, your troops will not attack them unless specifically ordered to or you change your diplomatic relations to war, otherwise they will pass through without fighting or capturing any provinces.
