you have level 1 units , you researched level 2 , you started to upgrade units level 2 , while upgrading you researched level 5 units , and you completed research before upgrade complete so now you have level 5 units with level 2 cost

you can jump from 3 to 7 too or from 2 to 6 , it depends your choice and resource count

you can see and think why new zealand has level 5 tactical bombers although it didn't invade anywhere LOL

With the intro of warbonds this became much easier, If you can build up the resources you can go from lvl 1 to lvl 7 in one step with the time and resources needed for a 1 lvl upgrade, I like to build all my troops as lvl1 and then upgrade the troop types that will be my main troops to the max lvl. because of the time it takes to build higher lvl troops with lower lvl buildings I find this much more effective and leaving certain troops at lv1 research leaves a fast build option open. Now that its in the forums I suspect the devs will close the loophole (if they see it that way).

Yes, but you could also do it with gold or boosters earlyer before they introduced the warbonds.
