Upgrading Units while at Sea?

Can Infantry, Armor and Ordinance be upgraded while in transit in a Convoy, WITHOUT, stopping the ships?

No they can't, an upgrading unit is stationary. On top of it units in convoy can't upgrade. You need to disembark first.

Yeah, you can't. As BMfox said, the units have to disembark, meaning that even when the ship convoy isn't moving, you still can't upgrade the units. It's only when they are on land. I hope this helps.
