I think I actually tested this awhile back, but I can't remember stuff. Say the following is true.
Country A has given shared map to country B.
Country B has given peace to country A.
In a province owned by A, is there any circumstance, other than an attack command, were interactions between units of A and B could trigger a war? I assume troops will just pass by each other or hang out around the fire. It's the peace stance that has me slightly worried, but I suppose that would only apply in a province owned by B. For example, if A and B units interacted in a province of B then it would trigger war.
I want to infiltrate an A-like country with my militia and I want to make sure I don't trigger a war or get detected. I'll keep them upgrade passed his scouting level also.

Country A would not be able to enter Country B without triggering a war (unless they avoided the nodes for each province, in which case entering would scarcely be more profitable than staying on your side of the border). They would need right of way to do that.
You could potentially do it with stealth units; I don't know whether they stay hidden from countries you have Right of Way with, since I tend not to get many Right of Way alliances thanks to my playing style. I assume the same visibility rules would apply to them as they would to a peaceful or enemy nation, since they appear to do so with all other units.

My understanding of it is the same as yours. There is a risk of your opponent turning off share map while your militia are positioned at a province center, so once they get to their destination I'd make sure to move them just off the center so you can spring your trap at the right time.

If I'm carrying out a mission like this, it's almost always because I plan to get in a pre-emptive backstab. So I don't usually worry about where my forces are and how likely they are to be noticed. I don't usually even bother hiding the fact that they're there, because the other person will hopefully not have time to react.
In such situations, however, I usually have a shared map (given that my relations with other nations usually polarise to that or trade embargo/war). I only downgrade to Right of Way if even that, which is automatically sketchy, will draw less attention than the huge forces bearing down on the target's capital.
A more cautious player would probably use a modified technique; my betrayal strikes are usually designed to be mostly over one way or another within 24 hours.
The main advantage to keeping units off centre, I've found, is defensive, so you can stand back and let the overpowered doomstack pass without taking unnecessary damage and then take the province back once it's off the central node.

Yeah, I was gonna do that. Park them outside the cities where I would be most likely to have an uncontested path to the nexus, like lines leading to the water etc.

I usually just put them inside the city entirely. If I think he's going to notice and attack, just send units with a defense bonus and let him do the dirty work.

For the record, this isn't a backstab. That isn't the way I play personally. This is a random player who did something to piss me off and gave me shared map to avoid the consequences. I probably won't even attack him since I don't like to bully new players, but I thought it would be super fun to infiltrate his country with undetectable militia

Agreed. It's very satisfying to do stuff like that just to prove that you can.
Usually if a player is understanding about pretending a certain event never happened, I'm nice to them and leave them alone. Although I take no responsibility for the actions of my coalition members.

Probably for the best, given that my own highly untrustworthy playing style is coming back to bite me.

He has no designs against the country in question, but is merely carrying out a spy mission because he can.
(That I know of.)

Yeah, I can take him out any time I need to with or without clandestine operations. I will probably eventually need to take him out, because he has a large fraction of his army (in medium tanks) next to my border and his coalition member, Germany, borders me to the west. If I take Finnland out I can move all my army to the western front where all the action will be.

There's a reason why I don't tend to make many long-term allies in this game.
