Was Germany nerfed in HWW/ACAI?

I just joined a game as Germany in the all countries all in event. I haven't played as Germany in HWW/ACAI in at least 6 months. I noticed that they don't seem to have as many starting troops as they used to, especially on the Polish border and the southern (Italy/Yugoslavia) border. Did they take away troops from Germany?

no , it is still strongest military power on world at the beginning , you can invade france and poland first day at the same time and others cant attack you even you fight at 2 front

you have many base to produce artillery and bomber planes , planes to poland , artilleries to france , it is easy

I remember at least 3 stacks of 7-8 units on both the Polish border and the French border. However, there’s only one of these on each border and the other stacks are only half that size.

Also, the amount of units overall seems to have been nerfed.

I think the units for some countries are slightly different in the HWW and ACAI game modes.
