I also had an experience with a suspected hacker, France was at war with Spain, France took a province in the middle of Spain without taking or even hurting the morale of the surrounding provinces. I reported this as a hacker but the mods told me that he was a gold user lowering the morale causing an uprising. I don't believe that because when I set up spies I found he had tanks in the province, but no production buildings, and the morale of the surrounding provinces was still 100, doesn't the morale get affected by enemy neighbors?

Here's the report response I got:

Hello,

I received your ticket reporting a suspected hacking of the game.

Please allow me to assure you that Bytro's servers have not been

compromised and there is no software available to facilitate cheating.

If you have seen an event such as units suddenly appearing or morale of a

province/army suddenly dropping or rising, these and other rushed

events can be achieved by a user spending Gold.

I hope this has helped with your query,

Best Regards

Dr. Leipreachán

Did you happen to be missing a few tanks? Your tanks may have caught the rebellion flu along with the province

Click on the little morale "i" button for the province and you will see the influences on morale. Likely there is a negative from enemy neighbors and wars. It is possibly "falling" now, but will take time to show below 100%

Also read the newspaper, it will tell you what happened to your province, either rebellion or capture. It is also possible that the enemy marched in, but your provinces rebelled back to you after he passed through.
