What are victory points given for?

I conqured lots of stuff but dudes who captured less then me got more points then me. Can anyone explain what stuff gives you victory points?

Cities give 10 points and other proves give zero. Cities have a 10 under their name label on the map and if you click on a prov you can see victory points where the arrow is pointing in the image below.

Depending on what map you’re playing, certain regions will have more cities (and therefore, more VPs), so a country larger in area doesn’t necessarily mean they have more VP.

Encourage your enemies to capture as many ZERO point provinces as possible.

This behavior will spread their forces, and enhance their expansion penalties.

So is the expansion penalty per province and not per victory point? Or otherwise, how is it calculated?

each city gives 10 points , rural provinces don't give point

From my knowledge it’s based on how many total provinces you have conquered. Not including ones that rebel to you.
