Literally none do if you look at it. Even the Polynesian islands commies atrocities in their pre-colonial wars with each other. Then again if you go by past 1933 then it may be possible to find many, including said Polynesian islands that haven’t committed such crimes. But to be honest any country that’s been at war has committed war crimes, I can’t think of one medium to large scare war that involves over 500,000 people that hasn’t had at least one war crime…
