Good question, i'm not fully sure myself. I believe it causes a steady drop in moral in your territories but it might cause other stuff.

What exactly are the effects of an oil shortage?
I've seen naval units appear to stop firing when engaged in combat until enough units were killed to remove the oil maintenance...what are the full effects of an oil shortage on Naval, Armor and Air units? Thank you for any information you may have - I cannot seem to find any in the manual or in the forums.

Deactivation of naval bases, and unit's who's upkeep you can't pay don't seem to heal
