You will not be able to build new units that have oil in their initial build cost. That's all; existing units just keep working normally.
What Happens when you lose Oil!!!.
So if I have No Oil Left and a negative Oil in production then what will happen to me.

Not having oil will also damage naval bases, until the oil issue is resolved of the naval base is damaged below level 1 and no longer consumes oil. Turning naval bases off is pretty much a must, to save oil when short.

You can't produce troops or ships without oil, so you're basically kicked out of making anything with oil requirements.Hobbs99 wrote:

You will not lose morale or army health.
You will lose naval bases and that however.

WOW!!! Thank You for saying to me that. So I can basically run out of Oil and still fight and not lose morale.
If you have a negative oil production rate and you run low on oil (for example 8 hours or less of oil), then you can get hit with a resource shortage in the day change province morale calculations. You can check a province's morale to see whether you have a resource shortage. It can be as much as minus 30 and affects all provinces.
