What is a stealth unit?

In the describtion of Militia it says they are a stealth unit, what does that mean?

If you have a stealth unit, it means in certain terrain most units can’t see them, unless they are ‘scout’ units. For example, militia can’t be seen by infantry in the forest terrain, until they come into contact. But an armoured car, which is scout unit, will be able to spot militia and other stealth units.

The scout unit has to be on the same scout level to see the same stealth level. For example, if you have a lv 3 militia, the enemy will need a level 3 armoured car to see you in the hills, mountains, forest, and urban provinces.
