SP artillery is a ranged light armour unit that is good in attacking other armoured units but weak against unarmoured units and air. So the best units to counter it would be:
Tactical and or attack bombers: both do well against light armoured units.
Motorized infantry: they are fast so that SP artillery will only get one shot at you and they aren't dealing much damage to unarmoured units.
