What is "Mobilzing"?
I must have missed a change to the game. I just saw another player's unit that is "Mobilizing" in a non-urban province, specifically, an armored car. There is a timer running.
Is this a unit that is being created without a factory?
Where are the instructions and guidelines to do this, please?

Paratroopers also mobilize after they are dropped into an enemy province mobilizing means they can defend but can not move
