what is the best way to build infrastructure in CoW 1.5? In urban provinces or in non-urban provinces? It boosts move speed (important for doctrine Allies) and morale, but is it better to build infrastructure in the cities or in mountains, hills,...?

since we're talking about 1.5, it doesnt neccessary produce more resources unlike 1.0 . Ultimately, anywhere is fine, but I recommend you make pathways to ensure that city points or coastlines can be readily defended.

usually i place it in core provinces where morale is low...i dont use it much its not that useful.
