What is the best way to occupy an enemy city while preserving its infrastructure?
To take over the enemy infrastructure as intact as possible,
should I enter an enemy city with strong or weak units, and should I enter fast or slow?
Please advise.

Iβm my experience none if the building is a l1, or l2. If itβs l3 or above itβll drop when you occupy it. If you really need to take a city with minimal damage do not bombardard. Also take it in 1 play attack cycle good luck sometimes the unexpected happens.

Yeah, all kind of bombing to soften up defenders is extremely bad for the city buildings: planes, arty, ships. After that, melee fighting is also bad, so try to draw out defenders and defeat them off-dot. When it is taken empty, it doesn't really matter if you take it with 1 unit or a 1,000; there's always like 1-2 levels of buildings lost.
Oh and remember not to drop any nukes before entering.

I agree with the above, but would add using bombers to the list of what not to do.
Interestingly enough, there was as recently as January, a glitch with nukes. If you nuke the province center next to the city in question, even if it's in the fallout and blast zone, none of the buildings are harmed. Not sure if the glitch is still there, but I would consider it likely as I haven't seen this called out in any recent release notes.
