I'm confused too. The mechanics behind the 'most popular nations' list is very unclear.

To my knowledge, popularity is basically how well the other countries "think" of you, meaning AI countries (As player held countries add another variable). Popularity affects how those AI countries will react to you. For example, if you have a high popularity, those countries may offer you RoW (right of way) or SM (share map) trades. If you have a low popularity, then the AI countries will enact an embargo or even declare war on you. One way to increase your popularity, or at least keep it high, is to offer RoW to your neighboring AI countries. I hope this helps!
