It's this. It's almost never worth building industry in conquered provinces--I can't remember the exact payback period but I know it's huge and it's unlikely you'll be playing long enough to hit it. It's especially rough because you're spending steel to generate more steel--it could maaaybe be justified if you had surplus steel, oil, and rares but needed to generate more food or goods.kbege1 wrote:

Best to sell whatever resource you have a surplus in (especially if it's food) to the market and just buy steel, and to snag any steel-producing provinces nearby.
