What should I do with my Occupied Industry?

I've maxed out industry and morale in all of my core provinces, both rural and urban. I now come to a dilemma, I have a bunch of high morale occupied provinces which until now I've used only for unit production but I really need more steel and I was wondering what is best to build industry in. Occupied rural provinces, or Occupied cities. Rural the industry is cheaper and takes less time so it seems like the right way to go about it. Or is it just better for me to rely on conquest and looting for my extra resources instead of playing tall? Just need to know what to do for economy after I've maxed out cores.

It's this. It's almost never worth building industry in conquered provinces--I can't remember the exact payback period but I know it's huge and it's unlikely you'll be playing long enough to hit it. It's especially rough because you're spending steel to generate more steel--it could maaaybe be justified if you had surplus steel, oil, and rares but needed to generate more food or goods.

Best to sell whatever resource you have a surplus in (especially if it's food) to the market and just buy steel, and to snag any steel-producing provinces nearby.
