When 2 Units Walk Into Each Other
If 2 enemy units are moving the same speed along the same road, but going opposite directions and start to fight each other, which one is the attacker and which is the defender?

I assume it represents dug in positions. So if two army groups walk into each other, neither one has had time to big slit trenches, roll out barbed, find and defend choke points etc.
