Capture all regions and his armies will be removed.

When do you lose control of your units?
So my enemy has a pretty strong unit, but he stopped playing (but he is still considered active), how do i get rid of that unit without fighting it? Do i just capture all cities? Or all provinces?

If you’re asking when they go inactive, it depends. Scroll to the bottom of day 0 or 1 in the newspaper and you should see how long it takes.

Armies are removed from the map the Day Change after the country’s last province was taken (and no province rebels to it in the Day Change).
