I assumed the day was based on daily reward counter, but I check some hit pts 40 mins before day turn and wrote them down and then after according to that time. None of the points I wrote down changed. Am I looking at the wrong clock?

If your damaged unit or stack of units is in one of your provinces when day change takes place, they will health 1/6 (or 1/7 i donβt remember) of their missing health. I donβt remember if it is required that they be standing still, but I doubt it.
It is no longer required for units to be in core provinces to heal, but they canβt be in enemy provinces.

Right, check to all of the above...but no change in hit points after day change. Not sure how long they were still, must it be a full day?

I donβt think so, I think it just has to be in your province when the day changes. To be honest it wonβt make that much of a difference - itβs 1/7 of your health, soβ¦

They are definitely stationed in your territory, not an ally's? And the province didn't revolt or anything? If so, it should be immediate at day change. If your troops have close to full health (only missing 0.1 HP, for example) you may not see a change, but otherwise it's 15% of missing HP.
They don't have to be still and they don't have to be in territory for any amount of time--as long as they're over the line at day change, even if they only make it by a few seconds, they'll heal.

No. Day change of a game is when game started. Rewards are on their own cycle. There are several places where it tells you when day changes. For example, on phone it may tell you in the upper right or in the news paper.

Ok my newspaper shows the day change 30 mins before reward counter. I may have just missed when I wrote down the HP of my sample. I'll watch again today. One is at 8.5 the other 10.3, both should get a 1+ boost that will be noticable.

Just to make sure your expectations are right, say the one at 8.5 is a level 1 infantry with 20 max HP. Then you would expect HP to increase by ( 20 - 8.5 ) * 1/7 = 1.64

Yup that is why I said 1+, something a bit more than 1. But an amount you should see. If it were tiny you might not see it due to rounding
