I think you'd have to get very lucky with inactives and bad players. I'd love to give it a shot, especially if they changed the rewards payout to be larger for small-country starters.

I did it myself as Oman, and a forum member did Guatemala or one of those other small Central America states a while ago, there's a thread about that somewhere here. Whowh was her name.
