Depends on map and its size. Usually cities are enough on smaller maps.

I build day 1 because I’m super impatient and wanna produce units NOW
Why wouldn’t you build them in urban on day one? That’s what I do. The return on investment is much higher with urban. Industry is largely the same only difference is urban industry increases the cash production too.
I build industry day 1 in urbans, sometimes if I have an excess of a certain materials or not enough RM to build industry in a city I’ll prioritise RCs for that, otherwise i focus on industry.
Back to the OP, generally you should only build in rural once your urbans are all maxed out. Sometimes I get stuck getting one up to max level when it’s in the city with a resource that I don’t have as rural.
I usually build the first level on day 3 or 4.

I would disagree it is "much higher". A regular rural makes 450/day at 100% morale, whilst a city makes 600/day at 100%. Considering that buildings are gonna be built and such, spending on rurals very close to the capital (so their morale is the closest to 100%) very early game is worth more than in cities (except maybe the capital and very close cities)6thDragon wrote:

Some cities day 1. All cities by day 3 or 4. Rurals after.
This is one major advantage of commie Doctrine. You get to save extremely important manpower when building units. The fact that your upkeep and production cost is lower is important long term. Not just because you’ll have more units, but because you save food and goods on having to build RC’s earlier on. Saves time in the crucial early game to make other things.

Ngl, Sam does kinda have a point here...
I’m not gonna get drawn into a big debate about doctrines - it’s common knowledge that Axis and Pan-Asian are superior and probably easier to play with than Allied and Comintern. Comintern especially can be tricky to play with, with a damage and health nerf. For new-ish players and inexperienced players, they’ll have no idea how to take advantage of their economy to spam units. For more experienced players who know to spam arty and rocket arty, they know that HC is a huge advantage for aggressive fire and you need to be online basically 24/7 to watch your ranged arty.

Hmm… strange since my best doctrines are both of those, and I always can do well with them! Maybe I will have to do it the old fashioned way and duke it out in a game…
I kinda disagree that Allies is harder (its just playing the long-game, which ig newbies would get too bored to do), but yea, Comintern does have a pretty powerful economy, which can be used to develop industry faster, which gives you more resources to spend on units, which makes your army larger, but I can only think of arty strats and doom-stacks strats as viable methods for Comintern to operate. Ig skip-upgrading is a big thing as well, but I dont nearly have enough experience to speak for Comintern.SamPGS_17 wrote:
