Canida And Russa has vast tracts of land with very little population or Infrastructure that is why they are so big, miles and miles of nothing.

Why are there large provinces in HWW?
I don't like how some countries, like Canada and the Soviet Union, have very large provinces in HWW. It makes it frustrating to travel in these areas especially if you are the enemy taking land.
