I dont think this elite AI thing is logical, for example irl when Germany surprise attacked Poland and conquered most of the continental Europe, Switzerland didnt attack Germany, if it had attacked Germany it would have been certainly be conquered. I dont know why the AI doesn't understand common sense in this game.
