I dont have a problem
Why is manpower such a hassle?
In the last month or so, I've had trouble in the early game with not having enough manpower. It's especially damaging when you are a country like Ukraine that doesn't have any food rurals, so you have to save a lot to build recruit offices. Why is this such an issue suddenly?

They adjusted the starting manpower value a few months back. I think it went down from 15k to 12.5k. If food is an issue try to do a 1:1 exchange with allies or use the market.
In every game, you're going to have to manage your manpower. It's always been the case, and nothing has changed recently. It's true that, if you're playing countries with a low food production, you may struggle with this. In every scenario, improve, adapt, overcome! Maybe you can build industry in your rural food province and your food city, prioritising industry in food provinces. Then, focus on recruiting stations in cities producing resources which you have an excess of (so you're not wasting an opportunity to build industry) - say for example you have an excess of rare materials, build your recruiting stations in your rare materials city. Finally, you could focus on the production of units which don't require food. i.e., don't produce motorised infantry or build barracks - instead, research and produce tanks and aircraft.
Hope this helped!
I find that the market can be occasionally useful, but food is almost always expensive. In fact, it's always expensive - in the early-game, before day 4 (when players go AI and put on better deals), every resource will cost around 11-12, which is simply unsustainable to buy. After that, you shouldn't have a manpower problem - the OP specified problems in the early-game. That being said, trading with allies is a fab idea!Brando Dilla wrote:

Another reason why Turkey is one of the best countries in CON!
this isn't a new case, they adjust manpower starting value, unit manpower cost, daily upkeep and production year prior (if i remember) furthermore, you need another manpower for upgrading already in field unit.Komrade Khrushchev wrote:

solution for this problem is to keep conquering provinces, this significantly increase manpower production along with recruitment station in core city. plunder opponents resources and trying to avoid losses by preferring ranged combat or air strike.
actually comintern would have less problem with manpower as they posses decreased production and upkeep perks
Here I agree with this, have played twice with Turkey and the manpower has never been an issueCarking the 6th wrote:

Commie Doctrine+Food (those units usually cost less manpower especially with commie doctrine) and a larger than average country all combine!Vanrendo wrote:

There was an update a few years ago which made manpower and (maybe I donβt quite recall) food harder to get. Everyone was fond of this suggestion and thought it added a bit of a challenge to the game.
bruh i remember a game where as Korea i invaded Yingkow, then slashed into manchukuo, took a horde of cities but had no manpower
Build RC early and often.
I've read in the game global chat that's what good players are doing, they build recruiting stations early in the game so that manpower won't become a hassle in the late game... I've also started doing thatSirMilton wrote:
